The right to health is not a right to be healthy: it is a right to facilities, goods, services and conditions that are conductive to the realisation of the right to health, such as water, sanitation, good environment etc. At the heart of the right to health is a functioning health system, accessible to all without discrimination. The right to health makes a number of demands on the health system, including respect for primary health care and reproductive health services. However, there have been Key issues that have affect attainment of the highest attainable standard of physical and mental health. like issues of availability, accessibility, acceptability and quality which has been used by CIDD-UG as a point of departure for dialogue.

The purpose of this dialogue was to help build consensus around the value of HRBA into Health services but also provide guidance to health service provider on how to apply a human rights based approach to health. CIDD-UG emphasis on HRBA to health, aims to realize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health and other health-related human rights.  During the dialogue CIDD-UG challenged health service providers and care givers to use HRBA in their work because HRBA makes explicit reference to human rights from the onset as a way to prevent violations from happening at any point of health service. In that way, the dialogue acknowledged the HRBA approach to health services and believed that it will actually bring about maximum public health gains.

One of the other immediate outcome of our dialogue was commitment by Nursing institutions around Pallisa, to start some Human rights lessons as a strategy to ground their students in promotion, protection and observance of human rights in all they do while in their line of duty. CIDD-UG will continue to use this approach to increase propagation on information on promotion, protection and observance of human rights in our areas of operation.

CIDD-UG is aware that the right to health in all its forms and at all levels contains the interrelated and essential elements which includes availability, accessibility, acceptability and quality (AAAQ) and achieving this calls for concerted efforts to make this known.
